This bill includes many reforms that recognize that a child’s safety, well-being, and rehabilitation all require family and community-based interventions.

We support this bill because a child in state custody should never be subjected to physical, mental, or psychological harm. Holding children accountable for mistakes should focus on rehabilitation. This is most easily accomplished when children can stay with family and community as much as possible.
