Forced ICE Collaboration (H. 4764)

  • Status: Active
  • Position: Oppose
  • Bill Number: H. 4764
  • Session: 126th General Assembly (2025-2026)
  • Latest Update: January 13, 2026
We oppose H. 4764

This bill would require every law enforcement agency that operates a correctional facility to enter a written collaboration agreement with U.S. Immigration and Customs Enforcement (ICE) through its 287(g) program. The South Carolina Law Enforcement Division (SLED) would be required to develop an “illegal immigration enforcement training program” and make the program available to all local law enforcement agencies.

We oppose this bill because: ICE has routinely violated human and civil rights since its founding and has only ramped up its cruelty under the second Trump administration.

This bill is dangerous because it would lead to additional racial profiling of primarily Black and Brown people, increased violence against immigrants and allies, and increased violations of the rights of South Carolinians.

The track record of 287(g) agreements is clear: They lead to increased racial profiling and decreased public trust in law enforcement, with no improvement in public safety. For more information about 287(g) agreements, their spread across South Carolina, and the harm they have already caused, visit aclusc.org/287g.
